more frustration tonight at the b.a.r.t. labor talks. they're talking, but so far no deal as we approach a sunday night deadline. good evening. i'm dan ashley. >> and i'm carolyn johnson. allen long is outside where the b.a.r.t. and the union has been negotiating. >> reporter: the unions have promised b.a.r.t. passengers 72 hours notice. by the end of tomorrow, we could find out if they plan to strike. meanwhile, we finally caught up with b.a.r.t.'s chief negotiator. >> generally did you think there was movement? >> ask the mediators. >> reporter: b.a.r.t.'s chief negotiator refused to answer my questions on the progress of the

talks. >> he continues to not to want to engage in conversation about what our different interests are and how to resolve those. >> reporter: the union says there's been no significant move on pensions and health care. b.a.r.t. says the current offer would give workers slightly more money. but the union says people will suffer over the contract. >> service workers and the utility workers in their union who start out at $42,000 a year will still be $1950 behind. >> reporter: meanwhile, other transit agencies like the ferries are preparing to add more routes if a strike takes place on monday. during the last strike in july, they were joined by 170 more passengers. >> i think there was enough service, but there were delays. because i don't think we understood how many people were going to take the ferry. >> reporter: if there's no major movement by the end of tomorrow,

opening. abc 7 news reporter heather got a look at the equipment that would repair this major problem. heather? >> reporter: carolyn, out there in the darkness is the new bay bridge just waiting to be lit up, so close to being ready to accept cars on it. out at mare island. the facility where the fix is being made has a long history of submarine making. now its takes it's place in bridge history. inside xkp engineering, 35,000 square foot machine shop, a slab is slowly rolled into a u shape. the first step of many on its way of becoming a piece of a saddle. the fix for broken rods on the new bay bridge. this model shows the sections in purple sitting atop the rods and cased in concrete. steel tendons will be threaded through layers of the saddle and clamped tight. >> after that part was done, we took it and put it in an oven. we baked it at 1200 degrees for

approximately 30 hours. >> you bend it up, it gets tight. you want to relieve it, relax it so it doesn't want to twang back out. you heat it up. relieve all that stress. >> reporter: then the machine will begin to carve out troughs for the tendons to run through. tiny slivers of steel are shaved off in the process turning blue from the heat. the saddle should start being delivered in mid-september with the installation in mid-september. shins are being made. they could mean opening the bridge earlier. before the saddle work is done. but no one is ready to commit to that. >> you know, that's really a decision for our oversight committee. it's sort of beyond my pay grade. >> reporter: cal trans says with

or without the shins it will work like in an earthquake. abc 7 news. new at 11:00 a student has filed a lawsuit against the school district claiming administrators should have prevented a teacher from molesting students. joseph martin was put under leave after allegations he molested a student first surfaced. according to the claim, martin was allowed to go back to the classroom on that day to say good-bye to students. he then cornered the 11-year-old student to prevent him from reporting the incident. now, the claim says that school officials knew about problems as early as 2007 but did nothing. martin was arrested in june and has been charged with 91 counts of molestation involving 11 former students. about 40 people came together in oakland tonight in hopes of bringing home a missing girl. daphne webb is not yet two years old. her father reported her disappearance three weeks ago. tonight relatives and friends prayed for her safe return.

>> reporter: a mother's tears as she and her family pray for the safe return of her little girl daphne webb. daphne's father john webb says she was taken out of his car three weeks ago as he stepped inside a store in oakland. he did not attend the vigil tonight. >> we would like for him to be here for whatever circumstances or reason he couldn't be here. >> reporter: but he wasn't the focus. the gathering was all about daph daphne. a little girl no one has seen in weeks. >> this is the hardest thing i know personally that i've ever had to deal with. this has rocked my family to its core. >> i miss holding her. we miss hearing her cries and her laughs. and i'm just praying like everybody else that she comes back and comes back soon. >> reporter: the family's goal is to keep daphne's name in the news so people don't stop looking for her. >> with all going on in the zimmerman trial and the protests and airplane wrecks.

all the news is collected every day. it's a new story every day. this is our story right here. >> reporter: a story that right now leaves the family will little information on where daphne could be. >> we don't have any closure, any answers, any leads, any anything. that's such a weird place to be in. >> reporter: until daphne is found, the family says they will continue to hold vigils so no one forgets that their little girl is still missing. abc 7 news. a man and his 7-year-old daughter suffered serious injuries after a van plowed into them at a car wash in dublin today. it happened on village parkway. the van driven by a car wash employee accelerated into the pair who was sitting on a bench. the little girl is in critical but stable condition. her father needed surgery. three suspects in a violent attack in san francisco are now in custody. now, this troubling video you may have seen shows a woman being brutally kicked in the face after she was mugged in san francisco on pri

couple weeks ago. it helped lead to the capture of 23-year-old christopher porter-bailey who has been charged with robbery, assault, and battery. police say the attack struck a cord with the public who helped track down this guy. >> certainly any time you see a robbery that's accompanied with a violent assault like that, it is disturbing. when you see an assault of that nature on an innocent victim. >> 20-year-old johnay davis and julian williams were also taken into custody and charged with robbery. police want to find out if the three were limnked to other robberies during pride weekend. three women might have witnessed a murder that's still unsolved. detectives say the victim took these pictures on halloween 2011. stone died a few hours later after being shot at a party early in the morning of november 1st. police believe the women may have witnessed that shooting but left before officers arrived. a fourth woman's photo has not been identified.

a wildfire on the lawrence livermore land property destroyed a trailer. one firefighter suffered minor injuries. it broke out in an area known as site 300. that's near the last explosives testing area. about 20 acres were charred. the cause of the fire still under investigation tonight. up next on abc 7 news at 11:00, the morning after pill is going on sale tomorrow. the new rules that will change who can buy it. also george zimmerman stopped for speeding. what police found in his glove compartment. you're going to hear the officer's warning. and not everyone is equal when it comes to giving blood. a bay area mayor who turned down today. limited fog tonight from our camera. i'll let you know what to expect in the

the morning after pill will be on sale in most pharmacies and gauchery stores in less than an hour to anyone who wants it. plan b pills will be on shelves instead of behind the counter for the first time. it will be available to women under 17 without a prescription. this marks the end of a long legal battle to make it more easily available. a blood drive in campbell today drew attention to the issue of gay men not being allowed to donate blood. campbell mayor evan lowe is one of those men. and he signed up to donate but was not allowed to give. the u.s. food and drug administration bars men who have had sex with men from donating blood. lowe is openly gay. he wants the fda to rethink this. >> it's ironic i can host a blood drive but can't donate myself. let's use this opportunity to demonstrate there are members of our community that want to contribute of themselves to

sacrifice and save the lives of others. >> the fda says the chances of contracting from donated blood is 1 in 2 million. george zimmerman drove away with a warning after getting pulled over for speeding in texas. the former police department -- forney police department provided this dash cam of pulling over zimmerman. zimmerman told the officer that he had a gun stashed inside his glove compartment. >> reduce your speed. slow down a little bit more. okay? just take it easy. shut your glove compartment. >> texas officials say the officer handled it by the book. this came after two weeks after zimmerman was acquitted in the shooting death of trayvon martin. 50,000 pounds of ground beef

are being recalled because of possible e. coli contamination. national beef packing company in kansas and then sold in 40 to 60 pound cases. the product has the number eft-280-a-it was sold under the national beef nature source and nature well labels. so far no illnesses have been record. 12 colorado soldiers are in the hospital after being struck by lightning this afternoon. it happened during a training exercise. the soldiers knew about the storm and were trying to get to low ground when they were hit. one soldier is in critical condition. >> yeah. let's get a check on our forecast right now. >> if you've been waiting for summertime heat, i tell you what. you'll have to wait a little longer. today's high temperatures, low 60s to the upper 80s. tomorrow we're going down in many areas. here's a live look at doppler 7

hd. the fog just disappears. tonight we have patchy fog and cloudiness. nice view as you can see the city lights through the patches of fog. here are your temperatures. 57 in san francisco. it is currently 60 in oakland. mountain view, san jose, 61. santa rosa 59. navado, upper 50s. getting a nice view of coyt tower. followy areas in the morning. below normal temperatures tomorrow. and minor changes expected through the weekend. so here's the setup. here's what's really bringing us the cooler than normal conditions. it's a dip in the jet stream. there's a trough here and that's going to keep us in the cooler than normal mode.

what is happening is this area of low pressure is going to finally move inland. as it does, temperatures will drop a few degrees tomorrow in many locations. so let's check out your highs versus average for thursday. santa rosa 77 degrees. five degrees cooler than where you should be. normally at 82 degrees. look at san francisco five degrees below. san rafael down. and in san jose nine degrees cooler than where you should be thus year. enjoy it while it lasts. fog in the morning. temperatures low to upper 50s. it will be areas to fog to start off with. then you'll notice after the morning the fog will pull away. a lot like today you'll enjoy a lot of sunshine. but those temperatures down and a little bit breezy. 50s coastside. 80s inland as we head into your thursday. here are your specific temperatures for the south bay 74.

79 in los gatos. men low park 71. 72 in mountain view. breezy at times. lingering fog in the city. you will feel the breeze there. 74 in napa. head out towards the east bay. breezy but blue skies. 72 in hercules and fremont. 68 in oakland. inland spots, this isn't exactly summertime heat. 79 livermore. 78 concord. seven-day forecast, we'll keep it breezy and cooler tomorrow after the morning fog. warm it up for you on friday. temperatures within a few degrees for the weekend. pretty mild in most areas. and then low 60s to upper 80s monday through wednesday of next week. we're getting closer to normal. very slowly, huh? >> thank you.

giants snap a five-game losing streak and win it 9-2. a lot of giants fans are upset with brian wilson because the former giants closer signed with the dodgers. the giants were talking with the beard, but the dodgers actually offered him a contract. he signed and tmz found him kind of wandering around the streets of l.a. >> i don't worry about rivalry. i play baseball. if 29 teams don't want me, what am i going to do? not play baseball? >> he's going to play in the minors anyway to start out. a's and jays. the jays just wretched in the field. it's not exactly raiser sharp. bartolo colon gets away in the fourth. colby rasmus scores. they go to extras tied at two. that scores jose reyes.
